Hon. Colonial Secretary,
The area of land required by the Military is
not fettered in any way, but is at the disposal of the Colo-
nial Government.
The extent is 7 acres,0 roods,27 perches and
4 sq.yards or say 312,309 square feet.
In assessing the value of this land for sale in
one block instead of in building lots, it should be taken into
consideration that in the former case, Government are not
obliged to reserve portion of the area for roads, or hereafter
to make, drain, and light the same, further that capitalizing the
Crown Rent at 25 years brings in, or should bring in a large
sum of money in the first instance. I give these considerations
full weight.
On the other hand, there is no doubt a consi-
derable tendency on the part of a large section of the Euro-
pean Community to live in Kowloon. Blocks of houses and ter-
races have been and are being built, and as soon as built are
occupied at rents remunerative to the owners and suitable to the
means of the less highly paid Europeans in the Colony.
The site in question now is specially well si-
tuated, it is high ground, but without much levelling work neces-
sary to adapt it for building purposes. Its situation in the
